It means people of the lower class.
Ignorant people, usually with no fashion sense, so they spend all there money on fake Burbury and Lacoste clothes.
Even if they have money, they still have no class.

I am American (West Coast) and I have never heard of it. We usually refer to such people as "white trash", or just "low (or no) class".

sticky ricky it doesn't mean people of the lower class, though a lot of the lower working class do dress very badly, but then so do a lot of rich people, where I live Chav is used for dole dossers who somehow manage to afford all the sports gear they deem so necessary to thier lives. burberry is a huge part of this culture, however, my sister has great fasion sense and style, and somehow still manages to have a burberry scarf, I shudder as I write this! but I've seen plenty of people who are of other, higher classes wearing burberry, you want to slap them and ask them what they're doing, but that's kinda illegal! unfortunetly!

I'm American and I have never heard it used by an American. But I wonder if the word derives from romani? "Chavvy" or "chavvi" or "chav" is a word often used by romani speakers to denote "child" or "kid". Not that kids should ever be synonymous with trashy people, but could there be a connection?

Not in Canada, at least no one I know uses it, so maybe others do since there are a lot of people that I do not know, population is kinda large.

I (an American) occaisionally use it, but only in reference to certain Britons. We generally call our chavs white trash.

the chav came from the north east of england (newcastle,sunderland etc) and the original word is "charva"
i only know one american who knows it and he calls it chivvy
