The temperature of your scrotum is ALWAYS lower than the rest of your body. It's like that because sperm needs a cooler envirnment than the rest of your body to stay alive. That's why doctors tell men who are having trouble getting their wives pregnant to ditch the tight underwear.
Frequent urination can be caused by many things. Kidney, bladder, or urethral infections, to just drinking lots of fluids. If you urinate more than normal without increased intake to explain it, go see a doctor.

When you are cold or been in the cold for a long time. This happens. Your scrotum gets small (so its wall gets thicker) to protect your testicles.
