As a makeup artist I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. Use waterproof, and brushes. So here are some tips to follow.
Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
Tips:
Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.
Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.
Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.

As a former makeup artist, I say that in spite of the trend, DON'T use liquid eyeliner if it's hard for you to master.....aim for a softer, smokier look.. Just use a darker shade of eyeshadow on a q-tip or eye makeup brush, as long as the bristles are not too soft.....You can also use the many excellent pencils out there, and just smudge them with a q-tip or a brush....Either way, you won't face the drudgery of mastering liquid eyeliner!!! I like the way liquid goes on, but it does have a very harsh look and can be difficult to master. I purchased an eye liner brush by Philosophy and use eye shadow to line my eyes. For an evening look, I get the brush a little wet and put some shadow on and then apply to my eyes. It's easy, versatile and looks good! Good luck!

Well, practice is the best way to get liquid eye liner to work. I have been using it for years now. My girlfriend used to put it on for me and then when she wasn't around, I had no other choice but to try it myself. Trust me, it took a while to get it down, a lot of face washes later and patience I am now the liquid eye liner queen! Buy it and practice! :)

NOOOO... Don't listen! Don't stretch it out. First of all that causes wrinkles. The eye area is DELICATE. Second of all, the liner will look awful. Just relax. Steady your arm by placing your hand under your elbow or putting your elbow on a table. If you mess up, use eyemakeup remover on a qtip to fix the area. practice makes perfect. Took me awhile too.

its really hard I had the same problem. Dont use the tip use the sides of the eye liner and just barely tuoch the skin.

i permanently tattoed my eyes. it is not ink , semi permanent. lasts about five years. the beautician just followed my eye lash line. it looks more natural and i wake up with make up. saves a lot of time
