I do... hoops are great- comfy and cool, and corsets are the best way to walk around Faire all day without getting a backache. My Elizabethan corset is more comfy than most of my bras... Hoops+bumroll also makes your waist look smaller than it is- very flattering.
Modern fashions are actually quite unforgiving- instead of being able to create the illusion of an hourglass figure, you have to actually *have* an hourglass figure. Most of the Civil War-era ladies created their microscopic waists not by tight-lacing, but by a blousy, wide-shouldered top combined with the bell-shaped hoops, making the fitted waist look visually tiny by comparison. Elizabethan fashions did the same thing, though they also made good use of diagonal trims and pointed waist seams to further the illusion...
But, then, I've never been accused of actually being normal... I just pretend to be sometimes!

Corsets yes, some women wear them. Hoop skirts, only in theatrical productions or at Halloween.

Hoop skirts, probably not--anything that intentionally makes a woman's posterior look fifteen times bigger than it is, probably not in these days. As for corsets, they definately do. My sister is in a sorority, and they forced her to get a "shaper", which is just another word for corset, for rush week.
It really just depends on where you are--in the South and Midwest fashion may be entirely different from fashion on the coasts.

Hoop skirts? no. but corsets? yes i have two but both are not exactly mainstream wear. One is leather . I wear them only on specific occasions .

sure-if u work or volunteer at a museum,or u are into historical re-enactments,or if u are in amateure or proffessional theatrics.ps-i do the museum thing,and its lots of fun to try on actual antique clothing,or replicas of the same.

i wear corsets, but usually with pants. they are quirte often incorporated into wedding/prom dress though.
