She should find a good logician and have him file an argumentam ad hominem in her behalf. As they say, Synecdoche is more than just a city in New York state.

You can always call her doctors office and leave an anon. tip that that her husband is beating her and where. Then her doctor will bring it up with her and she can either talk about it or not. When it happens again I would definitely call the cops. And don't be shy either. Let him know you have your eye on him
You need to reassure her that she does NOT deserve to be treated like that. No one does. The last thing she needs right now is for you to "mind your own business". Some people have not dealt with this kind of situation before and therefore deal with it rather flippantly.
I have a friend in this same exact situation. Except she leaves him for short periods, he gets better, she goes back and it starts all over again. But she knows i'm there for her and he knows I am, too. Someone on her side intimidates him because he's used to being the one in control of everything.
What she needs now is to know that there is someone there for her who cares for her and will help her. Tell her that if she ever wants to get away she can come to you, or to call you whenever she needs to get away if he is getting out of hand. Just let her know you are there for HER and that you will help her.
I can not stress enough that if he hit her like that once, he WILL do it again, and he DID mean it. And he will treat there children with that same disrespect, teaching the girls that it's normal to be beat by your bf/husband and teaching the boys that it's normal to beat your gf/wife. This can't be what she dreamed about when she got married and she deserves better than this.

you can only call the police if you actually witnessed the abuse.
other wise it's speculation.
but you can visit their local police station and file a report or get information to give to your friend.
The only way, is for your friend to report, this abuse, also have her go to the hospital and get a medical report on the injury, also take photos of the injury.
Basically you can help but it's up to her to make the first step.
But still visit the police station for information.
Also there are web sites for battered women

Is she blonde? She could've been seriously hurt if she's blonde and that takes it to a whole new level. That's practically... ummmm... cruelty to animals or something...
P.S. I'm blonde.
