if you mean firewall and antivirus software on your pc, then of course when you shut down your pc ALL running programs are shut down also. nothing is running when your pc is off.

then when you turn your pc back on, all your background programs start up again - including antivirus and firewall programs.

it's nothing to worry about as long as they're active and running a few minutes after windows has booted.

don't forget to 'accept' this answer if it helped.

what app's for security do you have? most all only get turned off by command; either the unit operator, or someone that has acquired administrative. rank. sounds like a virus/malware prob. as these behave just like you describe. i would get in the habit of de-activating the dial up when finished for the day. and get a greatly improved security philosophy. a fine place to start is at the 'grc.com/security now' podcasts from s.gibson & l. laporte.

Run a full virus scan. One of the things that some viruses do is shut off the virus scan program so that may be a symptom of something you should detect and eliminate.
