This problem is in your monitor, you might try to see if maybe the cable from the monitor to the PC is loose first and if it is not then you have a problem in the monitor.

The primary reason for this problem occuring is AGE of monitor, Dirt and heat buildup directly related to the previous 2, Most likely the High voltage regulator in the monitor is going weak and is dropping out the color gun in your case it sounds like it's dropped out the red gun because you have green color which indicates that the yellow and blue guns are working and since all monitors use only the three colors that leaves only the red that could have dropped out.

Your monitor is probably about 3 to 5 years old and that is pretty much the life expectancy for monitors.

In short it's time to replace the monitor.

Could be something wrong with your monitor or Video Card.

I played the Sims once on my friend's PC, and the swimming pool was red not blue.
