for cut - as soon as you go into the city, after the petalburg woods, there is a house to the left of the pokecenter that has a sign outside saying "cutters' house". in there, the guy on the right has an 'extra' cut hm.

for surf - after you beat four gyms, you can fight your dad in the second town. he has normal type, around level 30. after beating him, you automatically are given the surf hm by wally's parents... but this won't happen for a while. and you won't need surf before that either, because you need dad's badge to even USE surf. it is a good move in battle though.

You'll get the HM surf, just go back to your dad's gym, after battling him, just wait and you'll get it. I forgot how to get Cut though...
