You make a valid point. It's quite irritating.
Even my (perfect in every other way) hubby has bad manners at the table, and he grew up in a family that was the total opposite so I know he knows better. I honestly don't think he realizes he's doing it. This disproves the theory that it depends on your upbringing, because in his case that's not true at all.
Therefore, people who have bad manners are making a conscious or perhaps subconscious decision to be that way.
Capital punishment is a bit harsh though. I firmly believe in it in some cases, but bad manners is not one of them.
Maybe just a "slap the bad manners person" party, in which that person sits in a chair and the offended people get to come up and slap them. We had one once for a friend of ours who had managed to piss all 7 of her closest friends off simultaneously (not with bad manners, but a different issue) and they work quite nicely. ;)
