I’m a young African American Man and to the best of my knowledge it is an ignorant style that started amongst the prison population, which of course made it’s way onto the streets; and then into the mainstream Hip Hop culture where it is assimilated by many young fans of Hip Hop. Good Question!

it's a LACK of fashion statement. I have to laugh when people go in to an interview dressed like a thug and can't understand why they don't get the job.
No, it isn't because of your race, it's because you look as though you'd just as soon rob the place as work there.

I wouldn't call it a black thing, plenty of whites and hispanics do this too, i'd call it an urban culture thing.
But as Larry the Cable Guy jokes: "Somewhere a rapper must have died, they're all wearing their pants at half mast."

That was started by a Mexican actor named Mario Moreno "Cantinflas". It has nothing to do with blacks or anyone else. You might be able to see what I am talking about on that site. My answer is right I am Latin American.

i don't know ive wondered like you i see them everyday and it annoys me you look behind them and all you see a BIG OPEN VIEW of someones pants almost thier whole ar$e is hanging out my brother does it too all i see is his ar$e in my face i think its fashion or something but obviosly rediculous
