Give new people you meet your new address. Email all the old contacts (that you still want to keep in touch with) a block email giving your new address and asking them to use the new one from now on. Keep your old address for a while becasue there will be stragglers using your old address. When you're ready, follow your old email account's instructions for closing it out.

It depens, if it's a free account like from yahoo or something like it just stop use it it should not be a problem and I believe that after a long time without inactiviti they will cancel the account or try to contact the company support team they should be able to tell you
