Ok here is the long answer. Fear of pain can motivate you to move. We ALL move away from pain. So it's not the pain that makes us move it's the fear of pain. "Oh that's gonna hurt", so we move. It's really how you relate to things. It's your neuro-association(s) to _______. Example if you were bitten by a Rottweiler once and you are now in the presence of another, what's running through your head? It's not, oh boy another Rotty lets go pet it!
See what I mean. Now if you grew up with one and it was the best dog ever, what's your association to the breed now? "Oh I love Rotties, what a beautiful dog what's it's name"?
Try this, are you afraid of a knife? What did you picture? Was it a knife on a place setting? Most likely not, see what the mind does to it's self? I did not ask if you were afraid of a guy with a knife. I asked if you were afraid of a knife and the mind manufactured the outcome producing fear because the outcome was negative.
Now if you believe you have no options you may freeze or you may take action, (fight or flight). I could go on here for days. If you want to know more about f.e.a.r then contact me, if not then live in your fear box forever! Good luck and I hope this helps.

Fear and Pain are great "inhibitors" (look it up; you used the wrong word). They stop people from doing things that other people do not want them to do.
Love and acceptance are great motivators. People work towards being accepted by individuals (called as love) or societies. They do not do things out of fear or pain. Fear or pain only cripples an otherwise healthy mind.
The best teachers, parents, and managers know that. Those who don't think so only cultivate a passive aggresive relationship with their subordinates -- wherein the subordinates are only biding time to get even.
Case in point: Hitler. The jews put up with him, but the world eventually defeated him. Tyranny motivates only the power hungry and once the tyrant's minions have enough power to overthrow him, they do that. In the end, evil destroys its own cause.

No pain and fear are not theonly motivators. But I actually think it depends on the individual that needs to be motivated. I am motivated upon a positive outlook, from beautiful un-touched by man things such as the beautiful sceneryie: sunsets, mountains, trees the sky. But if you are asking in regards to a action or attitude I'd say that miracles motivate me, the possibility for change, are things that MOTIVATE ME>!

Hunger, thirst and sex. Along with pain, these are known as the primary motivators. Other motivations, such as money, only motivate us because we see them as a means to decrease hunger, thirst or pain or to increase sex. Some people include thermoregulation as a primary motivator, while others say that it's only important to minimise pain, and therefore secondary.

Rewards, including money, freedom, anything the person values.
Success motivates some. Altruism.
You seem to be focused on punishments rather than true "motivators."

I agree with you on this... as a student of psychology i have found that fear and pain are primary motivators in all human behaviour. Wether it be physical or emotional and mental fear and pain... we all respond to it and act according to what we know. Good question... made me realize something.
