it is so rare that people are urging that others donate blood as type o is the universal donor but can only recieve blood from type O and type AB is the universal reciever as it can receive blood from type A, B, O, but only donate to AB

There are some people who have unique blood groups which nobody else in the world has - there are several of these unique blood groups but most do not have names.
Of the standard ones AB-ve is the rarest.

AB-negative is the rarest of all blood groups. O, of course, is the most common (i'm not sure if O-neg or O-pos is more common)
