I vote for Ethiopia.
While the hottest ambient air temperature of 57.8°C (136°F) was recorded at Al ‘Aziziyah, Libya, on September 13, 1922, the place with the hottest average ambient air temperature is Dalol, Ethiopia, with an average temperature of 34.4°C (93.9°F).
Contrary to popular opinion (some expressed here), the hottest temperatures do not necessarily occur near the equator. Al ‘Aziziyah and Death Valley, the location of the second highest temperature ever recorded, are located in the north temperate zone at latitudes 33°N and 36°N respectively. The top of Mount Chimborazo in Ecuador is completely covered by glaciers despite being 163 km (101 miles) from the equator.

Libya holds the world-record high temperature...not sure which country is hottest on average. Contrary to popular opinion, equatorial regions are not the hottest on Earth, but rather the two bands of desert regions that occur near 30 degrees north and south latitudes. Equatorial regions are tropical, where the high humidity moderates the temperature.
