U should be looking for good partitioning software.
(freewares often don't work properly,in other words they aren't reliable). i'd recommend Disk Director by Acronis.

If you have a new hard drive or spare un-allocated space you can use Disk manager (right-click 'My computer', go to Storage -> Disk Management) Then you can see your disks and there properties and be able to change / format them.
Becareful though, do not mess with your system partition (C:\), if you really have to resize it then use a good program call Partition Magic or a freeware version Gpart which you can put on a CD, boot from cd and start resizing / formating your partitions.

All the properties you can normally set for your logical drive are in the right click properties window. Sharing, quota, compression, etc etc etc. What else are you asking about? For creating partitions you can goto my computer>right click>manage>disk management.....there you can deal with partition formatting etc.

i agree with denis b disk director is very good partition prog, it's cheaper then other's and have more avaliable functions.
