I'm not from Amsterdam, but I guess it would depend on the age of your wife. People that are older are not going to look good in short skirts and showing cleavage, no offense.

it gets chiily in Oct. so bring a jacket. Euro fashion is quite different then here in the US so short skirts wont be a problem, especially in a city like Amsterdam

Obviously you haven't been to Europe. I don't think your wife will be showing near as much cleavage or leg as you will see in Amsterdam. Although it won't be too warms so she might want to cover up for comforts sake rather then modesty.

Take a jacket. It will be chilly. There is no law against cleavage there, and the skirts will also be ok.
