Yes you can but there is no support offered so if you run into difficulties your one your own as Microsoft only sell O.E.M Licenses to PC Manufacturer's but you should be OK be vary wary of rip offs though as Microsoft's are clamping down if your is dubious copy and may force you to pay for full version.
Personally I would use older 2000 OS and install along side a Linux OS Such as Suse Professional 9.3 available for free oh and has Open Office and Fire fox etc and loads more for ripping Cd's etc

OEM pre installation kit software is usually licensed to the person who is registered with microsoft as a computer system builder he installs the softwsre on the computer and then under the terms of microsoft he is obliged to attache the COA Certificate of Authenticity to the side of the computer which displays the licensed 25 digit serial which the user then registers with microsoft he is then the licensed key holder for that machine as registered with microsoft the end user

If you mean, can you install your OEM microsoft software on a different computer than the one it came with, then the answer is no. From memory I think Microsoft have taken some pains to ensure that you can't, and naturally it would be illegal from a licensing point of view even if it was technically possible.

Yes, I had WInXP Pro OEM, it loaded fine. The code was genuine and I've never had any problems.
