whether it be a toolbar or a taskbar before moving it make sure it is unlocked. right click the bar an make sure that there is no little tick or check on the option 'Lock the taskbar' or 'Lock the toolbars'.
then click on the bar and still holding the left mouse button drag it to anywhre- top, bottom, left , right of the screen. when you have positioned the bar release the mouse button.

you mean the task bar? well.. first, make it unlocked so you can move it, second, just click on, and while still clicking, drag it to the bottom of the screen. and if you're really talking about the toolbar.. that can't be moved.

Drag it on an empty spot down to the bottom.
