First Where do u like to Install IE 4.5?
Even Win 98SE supports IE 6 and its free..i dont understand y do u need that brower.
If it is for some special reason u can get the browser at
http://oldversion.com/program.php?n=msie
But what i think is u cant browse all the sites as it is a very old browser and there are a good free browers availble..

Use a more current version of Internet Explorer. Personally, I use Mozilla Firefox since it's safer to use.

Do not use it. It has a bundle of vulnerabilities. If use then upgrade with patch. U can have it from internet.
