Because in the old days, you had two super powers Russia and the U.S. - then we asked Russia or the USSR and all comunist countries to agree that life would be better if the US was the super power and we would allow little countries (our allies) to have nukes on an "as needed" basis, feeling quite content that no one would piss off their country people by developing such horrible weapons thereby substantiating our role as the number 1 super power. What we didn't count on was that other countries really may not like us! And they were out of that treaty loop. And they really didn't like us!!! So they developed away, aided and abetted by spies and such. And you have one President that thinks "well ok everyone has a right to defend their country, not too much but some" Then you get a cowboy as a president and he says "I will kill you if you even think of defying me! ME! ME! the leader of the free world!!!!" Well, shoot now I'm ready to build nuclear weapons, because it's not a great idea to bully and taunt another country that has a lot of money and a whole lot of oil which buys a lot of secrets. So America may have overstepped the boundaries just a tad 'cuz now the people who wanted nukes and wanted to point them to the guys next door (Iran vs Iraq, Pakistan vs whomever) are now pointing them towards us. I really don't think it does think so. If you look at the history of disarmerment between US/ USSR or present day Russia, there is a steady process of reducing nuclear weapons with objectives to removing the arsenal totally. There had been many advocates including anti-nuclear civil groups that partner UN in reaching this objectives and setting the tone of the agenda. The collapse of USSR mean partnering with one country to wipe out these weapons & its tech-know how suddenly become diversified & without central control, and ending up with people under other influences and rougue agendas. This led to major powers seeking to finance the destruction of these suddenly scattered nuclear fragments & powers. The onenus centred upon the United States through its economic power to induce emerging countries under the CIS with tech-know how & nuclear potentials to tow the disarmerment line, supported by allied principles scattered across the sphere of the former communists & capitalist capitals now fused together in unity to combat the scurge. Incidentally along the way, other interest with strict cultural & religious complication see the opportunities to individually own these abilities, giving no-regard to continutation of disarmerment pyramid through the former two superpower structures, knowing at the back of our mind that these same emerging sub-influences are covered by the treaty ot communist-capitalist coldwar confrontation. The only power remaining, given the approval to monitor controlling the preponderence of nuclear fragments also suddenly has to contend with combating these new threats that seek to unleash what the whole UN giuded disarmerment structure was setup to resolve initially. I can but wonder why civil anti-nuclear groups that was so luid through the 70s, 80s, and 90s have suddenly become so silent and not talking on BBC and CNN on why India, Pakistan, Iran, North Korea, France, CIS etc must not keep their arsenal but destroy it IMMEDIATELY, and to campaign for the restarting of the UN guided disarmerment process between the US and Russia as last steps to barnishing the weapons from our world. My only concern is, people tend to blame America forgetting the principles of disarmerments and the need to disallow humanity from acting like the salmonella bacteria that get so greedy, consume all the meat while creating heavy waste in the process (toxin) that will eventually kill it under its own waste. My question to everybody is, will humanity continue to blame America instead of face the facts and end up killing itself?
