Agree with previous. Crunches, and hundreds of them, are good for pulling the abs back into position.
But you need to do many, many small targeted reps. I am not exactly sure what u r meaning by 'hanging abdomen,' but I am seeing in my mind the lower abs sagging.
You can help to pull your abs back into shape by targeted crunches.
Laying on your back, extend your legs out and raise them slowly up and down. This targets the 'apollo's belt,' the very lowest of the abs.
Next, remain laying on your back, bend your knees, and pull your knees up to your chest. These are lower ab crunches, and target the mid are of the abs.
Finally, legs extended, laying flat, raise your upper body about 30 degrees up and down slowly. This will target the upper abs.
If you do these exercises many times a day (at least 3), work up to do 5 sets of 20 each, you will have flat abs in about one year, and go from "?" profile to "!" profile. You'll see!
But you must be faithful, and exercise every chance you get. How about during commercials, or watching TV, crank out a few crunches.
But, if you have loose skin because of weight loss, or surgery, yes, you might consider abdominoplasty or t-tuck; but first wait and see how the crunches work.
Good luck, be patient, and keep the faith!

I don't know of anything except surgery. Many places let u pay monthly payments for the surgery since it is not covered by insurance in most cases.
