because its frequency is too low, so it almost reaches the infra-sonic regions. the sounds that we can't hear. same in high recorder sound (i mean very high) it almost reaches ultra-sonic so it is annoying

If you are thin skinned like myself, and you are trying to think, and you are of sound mind, the sound and effect of nails scratching through the chalkboard is the last thing you want to hear.
