I think it would be advisable to call your community midwife and ask her advice.
She should have given you her mobile number.
If not call your local maternity ward and speak to a midwife there.

It seems odd that the Dr would just want her to rest without checking to see if she was actually in premature labor. If this is normal for this Dr then I would find a new one. Other than that, it may be normal Braxton Hicks contractions. If this is her 3rd delivery she should know what she is doing and what is going on.

Sounds like Braxton Hicks contractions, which are quite normal, but she should know if this is her third pregnancy. If you are unsure then call the midwives or just go along to the hospital to get checked out, at least that will put your mind at rest.

You should check with the doctor again if she's done what the doctor said and has been resting but still having pain then she really needs to be seen by her doctor or midwife best to contact someone immediately

Could be brackston hicks. They are the uterus preparing for delivery but are not real contractions. With a third child they would start sooner.
Now is the time for you to step up and help. Housework, kids, wash, grocery shopping etc.

I also believe that they are braxton hicks contractions.
Here is an article about them:
