I don't remember him saying that, and my friend quoted him. So I want to know what he meant or what was going on in that part of the movie?

It was when Pedro dared him to go talk to Deb at lunch.

It was a conversation starter.

He meant "You're not fat. 2% is more fattening, but you can drink it cause you'll still look good, ya hottie."

He meant that he saw her drinking 1% milk, which is lowfat milk. He wondered if she was drinking the lowfat milk because she thought she was fat.
Then he says that he thinks she's not fat and that she could be drinking whole milk (the Vitamin A&D milk) because she wasnt fat, she looked hot.
That was his way of telling her she was lookin good.
Heehee.

That was his weak attempt at a pick up line at lunch, when he was trying to give that girl her stuff back - the girl that ran away when Napolean's brother said "Your mother goes to college".

That's when he first approaches Deb in the school cafeteria and it's kind of Napoleon's way of laying down the game on her :)

It's his backwards way of expressing his attraction...before he chats her up he says to Pedro "Dare me to go talk to her?"
