In which foreign country. In the US it's written:
1,000,000 (one million)
In Asia, it's written:
1.000.000 (one million)

In writing figures the styles is same everywhere you put a comma after three figures. As for the amount in words and i think is dependent on the country you are, i think English is universally acceptble(not sure though).

It is just the other way around from US usage.
Example: US 3,987,000.50 = rest of the world 3.987.000,50.

which "foreign" country? Sometimes it is
10,000.00 or
10 000,00. Can you be more specific?
