Smart alecky answer: Put them in school!

A more sane answer:

Governments should establish more schools, train more teachers and put up more facilities to accommodate school-age children. Since some children need to work to help the family, parents should be given greater job or livelihood opportunities. That way, you prevent child labor which make children out of school youth.

We can't do anything about those youth who simply refuse to go to school, however. But if they could be made to engage in productive activities or recreational sports, they will be out-of-school still but not out in the streets.

What do you mean by "prevent out of school youth"?

Prevent drop-out? OR how to lessen the drop out rates in our youth today?
