No problem!
Take some regular tape, and make an X on the balloon with 2 pieces of tape.
Then insert a pin into the middle of the X, and remove the pin.
The balloon will not pop, it will just lose its air slowly.

You want enough air inside them so that they stay inflated, but are not hard on the outside. If they are soft on the outside, that is about right. soft baloons make a little "Pfutt" sound when popped.

The sound is due to energy. The energy from the balloon needs to go somewhere (the law of conservation of energy) so it turns into sound. The energy comes from the person popping the balloon. That's why when you step on them or use more force, the sound from the balloon is greater. In order to decrease the sound, just make a small hole in the balloon and just let the air leak out.

When there is a sudden difference in pressure, the energy gets converted to sound energy. The air inside the balloon is under high pressure and the surrounding air is at a lower pressure. AFAIK, there is no way to pop a balloon without making noise.

At the tie part, pinch a tiny hole in it and slowly let the air out. Pinch the hole at the tie part, not the expanded part. It won't make a noise if it's at the tie end.

put the balloons , inside another matching colour plastic bag - and secure it tightly - this will dim the loud sound then you and your pappy will be quite & happy.
it maks sound hwen prssured air inside trys to a skyp throgh a tine punch holes sound accoure.
