Which country? Which drugs?

In Canada they just laugh. In the U.S. they'll usually prosecute you for possession. In China they execute you.

Well, the illegal drugs that were seized are put into a locker with
the citizens name on it and the citizen is given the key. Once the
citizen is released from jail, he then is able to go to the locker and
retrieve the drugs, which are legally his, since they were taken from
him in the first place

There is one stipulation however, and that is that the citizen MUST
return the key back to the Police Station so it will be available for
the next citizen who gets busted for drugs so that HIS drugs are
also put away for safe keeping until he is able to pick them up.

All regulation Enforcement (notwithstanding if civilian or armed forces) could desire to first catalogue, % out, and keep the data for the trial and its inevitable appeals. AFTER that technique is exhausted, then the seized components are detailed for destruction consistent with the policies in place for the State, branch, or provider -- this could contain incineration in a authorized facility.

You mean to the drugs? the citizens? the assets of citizens?

Drugs: disappear on the way to the evidence lockup. ;-)

Citizens: disappear into the penal system.

Assets of the citizens: show up at an upcoming seized property auction.

Well, I believe certain police keep some for themselves and put the rest into evidence, while reporting that they found a much larger amount for the media to print. This makes the department look bold and it gives something for the media to cream their shorts over.

It's a sick cycle. I know someone who got busted for an ounce of marijuana, but the newspaper reported it to be several pounds. It's ridiculous.

it goes into a drug locker, and never used. The citizen can be either arrested, or fined.
