The quotation was mentioned in the movie Lord of War (Yuri Orlov, played by Nicholas Cage) - "They say, 'Evil prevails when good men fail to act.' What they ought to say is, 'Evil prevails.'" (see first link). There doesn't seem to be any evidence of who the _author_ of either of the wordings of the phrases you mentioned, but plenty of folks have used it and attribute it to things like "as the saying goes..." or "people say..."

Although I couldn't find anything relating _directly_ to either of the phrasings of your quotation, something similar was said and several folks have attributed your quotation as having evolved from a quotation from Edmund Burke (1729-1797 - wish I knew what sources the other folks are finding that date it to 1634), an Irish politician/philosopher who said that "The only thing necessary for the triumph of evil is for good men to do nothing." Regarding Iranian President Mahmoud Ahmadinejad... seems like he's acting in what he believes to be the best interests of his country. In this case, those interests happen to be, for the most part, very counter to the interests of most of the rest of the world. Depends on your definition whether or not that makes him "evil" (certainly does in your book), but responsible for a very unpleasant situation that makes the world a more dangerous place? Most definitely.

If I am not mistaken they are not 100% sure he said it exactly a particular way. It has been picked up and repated many times and he is attributed with the core.

How can you have hearings without Swearing people in?
It's all fun and games until someone loses an eye, or thier nations foundings.

How can you control your government when they have hidden or secret meetings or do things without oversite? Even if they have not done anything wrong the impropriety of everything they do is glaring.
