Im assuming you're asking about the effects of race on IQ scores? the easiest way to sum it up is that racial minority in this country are unfortunately disproportionately affected by poverty, lack of educational resources, and lack of educational opportunities. When you are born into an environment in which a parents can't teach you how to read as a child because they are either: a. illiterate (because their teacher was a racist, or they were forced to attend a segregated school), or b. working two full time jobs to support the family - you are more likely to have lower IQ scores. Whites who are from lower socio-economic status also tend to display lower IQ scores, which is why the bell curve book has been debunked. traditional IQ scores are basically measuring one type of intelligence that is fostered through activities such as reading, and values and logic that are traditionally taught among educated white families and white institutions.
as racial minorities gain equal access to educational and financial opportunities, traditional IQ scores will even out between the races.

Just kidding. My non professional opinion would be:

Colors effect moods and moods effect thought and emotion and that in turn would effect your entire life including your ability to learn.

So if your whole home was painted black you would probably become less of a person than you could be...
