Before you start fiddling with hardware, which requires a little know-how and experience. I would recommend scanning your computer for spy-ware which kicks into life when you go online. Use lava-soft adaware, its free. Then before you go to bed, set your computer to defrag the hard drive, this will take a long time.
If you are still getting a lot of noise, then yeah, see about different cooling options. The people in Maplins can help you there, they're very helpful. Also read up on in magazines dedicated to modding, overclocking and customizing.
If you have the money you may want to replace the PSU as well as the cpu fan. Water cooling is very quiet but its really difficult to install, one for an advanced techie.
Ooh, I just remembered, if any of your drives aren't screwed to the chassis properly, they will rattle. Check they are all secured with four screws and not just two.

If it sounds like a "whirring" sound then it's most likely your case fan. You can check by placing your hand behind the computer where the vent is located when you hear the sound, if you feel air moving...then it's the fan. As important as the case fan is to the overall health of your computer they can also be really loud and annoying....especially in a small room or space.
There's a lot of complicated fixes...like changing the case fan or installing a different cooling system into your computer, but the average person does not have the time, money, or know-how to do it.
So, one thing simple you could do is to place your cpu unit (your case) on the floor below your desk. It will still be making noises, but at least it will be less audible.

It could be that you haven't got enough RAM for the different tasks, the computer then accesses the hard drive to create virtual RAM.
Or as everyone has said it could be a noisy fan, this could also be caused by a dusty fan.

Computers often get noisy when the cooling fans start to wear. It would not cost much to get a new one fitted.

As above really, Fans getting faster to provide extra cooling, could be some loose screws in the case, - check all screw fittings on the motherboard and extension cards, fans etc.
I don't have the details but I have seen advertised sound proofing for PCs, basically foam inserts you can adhere to the inside of the computer casing to lessen sound, but I don't know how good they are or who provides them.

This is a RAM problem.
When you put your computer to work difficult things like to open some programs(I'm serious), he need memory.
If he hasn't sufficient memory, he starts be noisy.
My suggestion is to put more RAM.

needs a good clean inside the box ,fans are damaged or worn out and need replacing
I would say its getting hotter as well
when cleaning use a 1 1/2 " paintbrush and gently brush the dust out of all the fans and hold a vacuum cleaner 6" away to suck this away
