If you want to buy t-shirt in Singapore, try Chinatown, where there are lots of shops selling cheap clothings to wear. One of the store called CK, sells cheap t-shirts on a bargain price in any season. Bukit Merah Central, Toa Payoh and Bedok also sells cheap t-shirts from S$8. (Try Giordano, which has offer most of the time).
To get to Bukit Merah, take bus no. 16 or 851 from Tiong Bahru MRT stn or 132 from Redhill MRT Stn. Toa Payoh, Bedok and Chinatown do serve by MRT.

There are quite a few places. As mentioned by other answers, you can include various town centres where there are many shops to be found and you can find bargains there. Outside the city centre, the shopping centres usually carry cheaper priced items too..

Try Lucky Plaza.. level one.. Think the name of the shop is Song Song if i m not mistaken... U can get Old navy t-shirt for about $5.. Worth it... Try factory outlet as well... nice t-shirt or shirts @ affordable price.. Good Luck!

Try Mustafa....in little india...thing there r relatively cheap....but u'll hve 2 look deep 4 a real bargin....
Another way is to look around the housing estate (HDB) area (e.g. Toa Payoh, Ang Mo Kio, Kovan, Clementi...etc etc..)...most MRT stop is these area...they have real bargins there...You can also try China town & Little India.

If you DESIGN TSHIRT which look nice, i strongly recommend, BUGIS STREET, not BUGIS JUNCTION. Remember, BUGIS STREET.
Another place which is more comforable is at a shopping centre called FAR EAST PLAZA. There are lots of shoes, tshirts and more! At a lesser price. It is at Orchard Road or to be exact, SCOTTS ROAD. Next to Grand Hyatt Hotel.
