An "of" phrase means something is flowing into the speaker. "I am full of love."

"For" phrases flow outward FROM the speaker--"I am full of love FOR you."

"Does" is an activity.
"Is" is a state of being.

So it's "What IS he SAYING to you"?
Or, what does he SAY to you?"
and, not "what does he talking to you".

"Talking" is the Noun.
"Say" is a verb.

Work with it. It might help if you indicated your native language. Then I might be able to explain the difference.

Yes, I am talking of grammar, to you.
I would be happy, for you to understand how this works.

English is difficult. And the spelling is 90% rote memorization.

wander - is like walking around without a place to go..

you should use "I wonder"

1. incorrect - I am happy "for" you.

you can use "of" in this sentence: I am thinking of you.. "of" is like "about"

2. incorrect - why is he talking to you? you want to know the reason why he is talking to you..

you can use "what is he telling you?" to know the details of the conversation

by the way, what country are you from?
