This all depends on the type of residential facility that you are wishing to apply at. Some residential facilities have state certified schools, in which case, you could act as a counselor by having a master's degree in school counseling. Other residential facilities ship kids out to public schools. In this type of setting you would want one of the following:
Licensed Clinical Social Worker (Master's Level)
Community Counseling (Master's Level)
PhD in Clinical, Counseling, or Child Psychology
I would not recommend a Master's Degree in Clinical Psychology. Most individuals find it hard to get employment because it requires so much supervision (at least that is the way it works in NC).
Check with your state licensing board and look at websites for residential placement facilities to see what is commonly needed for this type of employment.

To simply work in a group home, usually an assoc or some experience, to actually provide counseling services you should have a Bachelor's degree with a liscensed person supervisiong you, or a Master's degree and Liscense.
State minimums vary.

To do quality job one answered perfectly. Some places were hiring with degree in one of the Social Sciences, drivers license and clean background check, you will find or related experience.
