I'm sure he has a prior arrest record that hasn't been divulged.
If this was his third or fourth time around in front of a judge they probably figured he's not getting the message. That is typically the reason for what seems like a harsh sentence for what appears on the surface to being a personal "panty raid".

Holy Cow! that is overly excessive, he should not even be in jail.
what he did was only a a fetish some people get hung up on. Unless his actions where somehow interpreted or tied it in with stalking, but still that is misdemeanor. who is his attorney. their is no reason for the judge to imprison him. So Oregon has turned into a prison state as well,Wisconsin loves to put people in for the slightest infraction, I am not sure but its like the people of these states are not paying attention as to how much of their Tax dollars are going to these places.States take appeal privately prisons as it is a job the state whats to hire outside help.

the man should be evaluated for mental problems, give him medication and community service of washing woman's panties.. but he sure as heck does not need jail time .

Waaaahhhhtt? That's crazy. I mean i know they are cracking down on "sex offenders" but i mean **** 11 years for something so harmless. Yes he needs help and maybe some jail time. 11 years is nuts and goes to show how corrupt the court systems can be

Not only is that gross, but it's breaking and entering, theft, and just general perversion. In some cases, rapists start out small like taking underwear or peeping on women and it escalates. I'm glad they're locking that creep away.
