Good question and good observation. The meaning has been lost because people use it so often. I believe the original meaning is to discriminate or prejudge a person on the basis of their color.

Racist is someone who is against any race but their own. When a black targets a white it's also being racist. Nobody should be racist...it's just wrong...When any race targets any race, it's being racist!

Anyone can be a racist regardless of their skin color. One can even be racist against one's own race! I believe that our modern form of racism is called Political Correctness. It makes it very easy for people to hide behind polite (and empty) terms and phrases. It also discourages pedagogic interaction between the multiple races that make up this country. Basically it denies the fact that we will always be afraid of that which is strange to us and at the same time it limits people's curiosity to learn about other races, other than their own.
If racism is to end we need to accept that we are all different because we are individuals, not colors.

When a person dislikes another person because of their color or nationality.
Anyone can be racist and it is NOT ok for a black person to hate a white person because he's white. Racism and double standard to think differently.

the same thing, anyone who thinks their superior or another is inferior because of ethnic background is called 'racist'. That is a word that summarizes a person with poor intelect, low IQ, some inbreeding, and a fixation on trivial matters.
