sometime sound of pc slows down but sometime it sound very much it so much that i have to close down

you probably have a variable speed fan, it speeds up and gets loud when you are using the cpu heavily, and when not it slows down

When using intense programs or gaming it will sound heavily but on the desktop doing normal thing its normal speed, this is normal. If you want quiet then upgrade your cpu cooling to a thermaltake,zalman, termalright heatsink with quiet fans for best performance.

You could possibly swap it with a bigger fan and/or heatsink that runs at lower rpm's or there may be a bios setting to change the fan speed but I don't recommend it. There is of course apps that may let you change the fan speed manually with that motherboard.

i think u have some problems in your fan. that is why it sounds very heavily. u can use it if u dont have any problem abt the noise. otherwise just replace it.

maybe your PC specification is higher and you used small power supply, try use 500W power supply...
