I'd say Josef Stalin. That man was so paranoid that he killed 20 million of his own people and starved 10 million more to death!
He is regarded as one of the greatest mass murderers of all time, having directly ordered (or instituted inhumane programs directly responsible for) the deaths of at least 4,000,000 and up to 20,000,000 people.
Confiscations of grain and other food by the Soviet authorities under his orders contributed to a famine between 1932 and 1934, especially in Ukraine (see Holodomor), Kazakhstan and North Caucasus that may have resulted in millions of deaths. Many peasants resisted collectivization and grain confiscations, but were repressed, most notably peasants deemed "kulaks."[3]

its all about famous murderers and there is a doctor who rates them on a scale from 1-22...22 being most evil...very interesting show...

Josef Stalin, and for a few reasons.
He surpassed Hitler in his killing totals.
He betrayed the communist dream in the USSR.
He had Trotsky murdered (Why trotsky, couldn't you have just killed me instead?)
He screwed up the red army, by undersupplying them and using cruel tactics such as force march through minefields to clear them.
He soured americans on the idea of communism.

If you say was as in past tense, I would have to say Hitler due to the teachings of "the master race", the extermination of Jews, and his attempt to rule the world. I believe he was the worst human being in history.
