Where are you from? It would help to understand your situation.
The question seems rhetorical. So ask yourself why would they ask you a rhetorical question? More in that a bit. The answer is either, No I didn't know that because it isn't too great of a Union. Or Yes I did, it ain't all that. I guess you have a choice of Mexico or the US. They are referring to NAFTA, North American Free Trade Agreement, and trying to make it sound like it is equivalent to the European Union. It is FAR from being close. Especially when it comes to workers. They have tried to expand it with more Central American countries, but I think that didn't go anywhere.
I think what your real question is, is more about WHO are you dealing with. I have seen recent similar references to Immigration Bureau on here where people thought they were dealing with the Canadian Government. Tones of your question sound the same. The Government dropped the term Bureau about 20 years ago. Who would they ask a question like you list about a USA Union? It sounds like someone is trying to sell you something - which the Canadian Government doesn't do. If you think your are dealing with the Canadian Government, you are not. They are in my link - and Called Immigration Canada. All the information and the forms are on that site.
Who are you dealing with? A quick on line search comes up with this example - Canadian Immigration Services and Canadian Immigration Consulting Bureau. Strategically named to be called CIC and has a similar CIC dot com (company) website like the official one I list. The one I list is a gc.ca - government of Canada, Canadian web-host.
You have a consultant wanting you to pay them to help with your application. Maybe it's worth it, maybe it's not. But if they are wasting your time with questions like you state, and trying to look like they are Government when they are a corporation, I would question it. I suggest you take a look at my link and review the regulations, forms and process yourself. You may find a couple of things, 1) it is easier than you thought and what are you paying them for, 2) that you don't qualify so you are wasting time and money on a dream, or 3) yes you have a chance but things are a bit complicated so yes you need the services of this consultant.

I have read you comment on your Q&A page, that looks like you wanted to put it on here.
You mention Hotel Omni Mount-Royal. I checked and you will see a sample in my second link - identifying it as a scam. They had 7 such samples, usually to different countries. It's a real hotel, but whomever is offering you work is trying to scam you. Do not send any money!

Please tell me this question was not asked by Canadian Immigration, because it makes little or no sense whatsoever. The only thing I might say it is asking is what other countries might you like to visit that are in a union with the USA. Other than that I can't even understand the question.

Geeze, this is a tough question.... But, pre- 9-11
The first time I went into Canada on the White Pass & Yukon railway, I was asked by a very pretty officer two questions:
"Do you have any firearms with you?"
and
"Do you have plenty of American currency for your visit?"
(Trying to get back into the States took longer. Everybody was being searched for contraband furs).
Now I understand things have changed and I would have to show a passport or a birth certificate. But I think they'd still want to know if I have plenty of dead president pictures on me....
