Right click on start menu top or bottom blue area
go to properties
then go to the start menu tab
go to advanced
there an option to show it on the start menu cheack it
that's all

For all Windows systems Network Neighbourhood is always in Windows Explorer, sometimes other places too. In XP it is now called My Network Places, click on the + and you will be able to see, if your computer is properly configured, your network.

In your control panel

Right click on Desktop
Open "Display" Properties
Customize Desktop
There you will see icons for My Computer, Recycle Bin and Network Neighbourhood
