The smallest 'state' with a representative, but not a seat, at the United Nations is the Military Order of the Knights of St John of Malta. Their 'territory' consists of a couple of buildings in Italy & some agricultural land. They dont issue bank notes etc but do issue Diplomatic Passports so I guess this makes them the smallest country as to the other 4 see previous answers & search Google for a 'breakaway' republic in the Florida Keys. You can buy passports etc from them. I went there once but was too wasted to remember any details except the beech & the insides of a toilet bowl.
