Lets keep this in perspective before a bunch of idiots answer this most common question...
Your 13 - big for your age with no real talent.
Fast legs is your own observation and it doesn't mean you can run fast.
Good arm...what does that mean...you can raise a glass of milk?
At 13 with no concept of football -
you play where the coach puts you.
if your fear is that he'll put you in a bad position - I can say at 13 there is no such thing as a bad position.
If you're flexible and agile...the coach should put you on Defense unless you insist on playing quarterback with that "good arm".
If you run fast and have ZERO felixibility...he'll make you a receiver unless you insist on playing defense.
The position doesn't define who you are...
YOU define the position.
My 13 year old son is bigger than you are withy fast legs and two good arms...and the agility of a pregnant yak....he plays defensive line.

You're a hefty kid, so my guess is you'll end up on the line somewhere.
If you want a glamor position where you'll catch the ball, try tight end. That'll involve some blocking too, so it's kind of the best of two worlds.
If you don't mind blocking full-time (and you shouldn't, it's an underrated skill), try someplace along the line. If you have a scholarship in mind, try left tackle. It's the most important position on the line because it protects the QB's blind side. (Although, you could make an argument for center being the most important position because he makes all necessary blocking adjustments.)
If in doubt, ask your coach what he thinks.

if u have good arms fast legs and good blocker tha best place for u is a tight end but you must work on your hight so u become a big target

Seeing that you haven't put in any information about your throw ability I assume the quarterback would not be viable for you. Assuming you are intersted in offensive positions, a tight end or half back may work for you.

you may grow into a tight end if you're thirteen. otherwise i'd look on the other side of the ball. trust me defense is better. if grow taller defensive end. if you grow wider line backer. if you stay your size try cornerback or safety.
