As Munya Carr suggested ,yes, you can complain about this issue to the Federal Trade Commission. You can do that by going to https://rn.ftc.gov/pls/dod/wsolcq$.startup?Z_ORG_CODE=PU01 and filling out the form with the requested information.

Take them to small claims. Your contract specifies you have to try arbitration first.
