As Munya Carr suggested ,yes, you can complain about this issue to the Federal Trade Commission. You can do that by going to https://rn.ftc.gov/pls/dod/wsolcq$.startup?Z_ORG_CODE=PU01 and filling out the form with the requested information.

Try the customer relations dept of the company or the Better Business Bureau or Chamber of Commerce in your area.

Take them to small claims. Your contract specifies you have to try arbitration first.
