Craftster.org is a great place to look for party and gift ideas (although, the forums are down right now.) And the theme could be what movies she likes, what interests she have (acting, art, etc.) and yes, Hawaiian is always a popular theme. C:

The last thing a 13 yr. old boy would want is a themed b-day party. An activity would be a better idea. paint-ball, bowling, camping, camp/bonfire, lazer tag, building something -- gokarts, etc.
For a girl - pottery painting, hair-dyeing, gallactic bowling, horseback riding, beach, pool, make t-shirts, design your own purse/bag, bike ride, etc.
