Lieutenant Governor generally is the second-in-command to a Governor. Different states give a Lt. Governor different powers and responsibilities, so it's hard to give more information than that.

The Attorney General represents the State's interests in all judicial hearings. This may be as the prosecutor, as the defending council in cases where a State may be sued, or as an advocate if the State sues someone.

The Secretary of State, for a state, certifies elections and handles the incorporation of businesses. They may have other duties, varying by state. For the Federal Government, the Secretary of State handles the country's foreign interests and diplomacy.
