They are what has been stated cyborgs that follow the Prime Directive which is supposedly the superior way of doing everything. They not only follow it they are plugged into it so they don't make the decision to follow it, they just do.

Much science fiction is based upon good vs. evil -- Biblical themes run throughout -- The Matrix (all of them), Star Wars, etc.
