What can she do to make a romantic situation without feeling vulnerable. My husband is a joker and I swear has NO I repeat NO romantic bone in his body and I want to surprise him with a romantic situation.

You're trying to give him what you want, not what he wants. Ask him what he wants, but tell him what you need as well. If you need romance, tell him to make it happen. But find out what he needs as well. Giving him what you want is a waste of effort - he's not going to appreciate it fully.

Prepare his favorite meal...Wearing a short school girl skirt and heels...Stockings....short button top without a bra...Bright lipstick...lots of perfume...and Ignore him through out the meal, act like nothing is different...Let his anxiety and curiosity level rise. Then disappear into the bedroom where you will have to call him ...With the lights low, sheets and pillows everywhere, push him onto the bed and then well "GET IT ON!!" Now remember that the aspect of becoming vulnerable is normally necessary and is exactly what you want to do with a man. Let yourself become vulnerable. So long as he is not insulting you personally. If that happens well its lights on and tell him to hit the couch for the night. Hit the closest adult custom store for all the goods you need! Try wigs too, they are a great accessory, then he wont even recognize you.
Dont forget to let him know next time its his turn to surprise you!

In response to your question, does he have a particular fetish that you are aware of? Whatever it is, surprise him by donning an outfit or acting out what it is he is fascinated with.
Now, if your question was more of an innocent one (romantic dinner or something like that) I would set everything out and if he jokes and hurts you, sit down and tell him exactly how it made you feel . . .
