I've always found Thrifty or Budget to be the cheapest, but I usually do some comparison shopping on http://expedia.com first and then book directly with the agency that offers the lowest price.
I've also rented a few cars using http://priceline.com . Going this orute has saved me about $15-20 a day on a mini-van.

It depends which company you are traveling to. Budget is reasonable; National used to be very cheap, Dollar is reasonable. The one with the yellow and black logo is usually more expensive than the others. Check to see if Pay-less operates in the destination--they are affordable also. Other inexpensive ones--out of Miami and some Caribbean are Alamo.
Your best bet would be to click Yahoo's search engine and plug in Car Rentals--see if they have branches where you are going and compare rates.

From my experience, a nationwide company called "Rent-A-Wreck" is about the least expensive. They offer older cars that are still quite functional for rentals. Click on the below link to start off with.

Enterprise has great weekly and weekend rates....daily rate is not that great. They will pick you up and then drop you off if you need that service.
