There is the possibility that your power steering fluid is low. another thing that can cause a high pitch sound as you discribe is that your cable from your speedometer is in need of grease. ( I mention this because you say it is sporadic and that starts out sporadic. It may be that it has just coincided with your turning the wheel.)

That's probably going to be your power steering drive belt. It's either not tight enough or it needs to be replaced. Check the power steering fluid while you're at it. If that don't work, turn the radio up.

No.......if you hear a high pitch noise when you turn the wheel you may want to check your power steering fluid.

Most probably the belt, especially if it does it when it's cold.
While you are replacing that, change your steering fluid using a big bulb type baster to suck out as much of the old fluid as possible, then top off with appropriate fresh fluid.

maybe you are turning the wheel to hard to the left or right.
if not either of the two...steering rack may be worn or bad.
oh yeah...steering pump may be going out, if full of fluid good chance pump is bad.

check your power steering fluid to see if it is full and smell to see if it is burnt , if it smells burnt you may have a dirty system and a check valve in the rack and pinion may not be working properly, you may also have a belt that is worn or a pulley may have a bad bearing
