My galvanized steel storm shutters sat out in the rain for quite some time. They now have a powdery substance are corroding and appear to be rusting in some spots. How can I properly clean them and reapply a protective coating? Thank you.

KBS makes a few products that you could use. The first is RustBlast that would get rid of that white powdery substance. http://www.kbs-coatings.com/RustBlast-C33.aspx
The second is a rust preventive coating called RustSeal. http://www.kbs-coatings.com/Rust-Sealers-C27.aspx
If you use both of those products, you will not have any more issues.

You don"t...That white power is the zinc in the coating sacrificing itself to save the steel. If you wash it off, it will reappear, sacrificing more zinc.
You should ensure that your shutters are not in contact with a dissimilar metal, such as copper or aluminum, to prevent galvanic reactions.
